Ketika seseorang mengatakan bahwa dirinya bebas, adalah ketika dia dapat melakukan apapun sesuai hasrat dan keinginannya tanpa adanya hal-hal atau faktor-faktor penghalang. Kebebasan pun terbagi menjadi kebebasan dengan seutuhnya bebas tanpa menyangkut hal-hal lain dimana seseorang melakukan tindakan apapun tanpa menghiraukan norma, adat dan hukum. Hal ini seringkali disebut sebagai kebebasan negative karena jika terus dibiarkan tanpa adanya control maka akan berdampak negatif dan yang kedua adalah, kebebasan yang bertanggung jawab sesuai  porsi dan tempatnya. Disini makna bebas bukan secara menyeluruh, ada batasan-batasan baku dan kesadaran dalam memahami arti bebas perspektif kedua ini.
